President Lungu invokes Article 31 of the constitution

President Edgar Lungu has invoked Article 31 of the constitution to spearhead  a state of public emergency.
If approved by parliament , this entails that police will have  more powers to search, arrest and detain perpetrators of violence in view of the  rising numbers of sabotage acts against public property.
In his National address yesterday, the Head of state said his  decision is aimed at safeguarding lives and property .
The head of state said he will not allow  saboteurs to render the country ungovernable adding that  he will implement  necessary measures  to safeguard the peace the country has enjoyed for many years.
But President Lungu has mentioned that law abiding citizens will not be affected with the measures taken to curb violence .
President Lungu has since referred the matter to Parliament and has urged Parliamentarians to support his decision.


 Meanwhile the head of state has stated that an inter-ministerial taskforce will be set up to spearhead the rebuilding of markets which have been burned.
